DescriptionSALARY$135,000 - $145,000POSITION SUMMARYAssists with the management of the Authority's safety program on all construction related activities including mega projects, capital projects, adjacent projects, and internal CTA construction and Right-of-Way (ROW) work activity. Works directly with department personnel and staff to devise strategies that increase safety awareness and compliance with safe construction. Analyzes inspection and construction safety-related data to develop reports, identify trends, and recommend safety risk mitigations. Collaborates with team members to research, evaluate, and enhance existing processes and assist in the implementation of a cohesive safety assessment program. Trains and mentors staff on inspection methods and safety related regulatory and CTA safety standards.QualificationsPRIMARY RESPONSIBILITIES

  • Manages proactive safety initiatives and CTA's ongoing construction safety program.
  • Oversees the operations and operating efficiency of a group of Safety professionals, providing technical and administrative guidance and direction, management, and oversight.
  • Identifies the tasks, distributes and balances the workload, and makes adjustments when appropriate and the directs the different safety oversight groups in the accomplishment of work in accordance with CTA CS&E procedures within the framework of the division's strategic plan and direction of the division's leadership.
  • Provides support on field inspections of construction and maintenance projects to review progress, work methods, compliance with quality procedures and standard operating procedures and safety regulations, etc.
  • Analyzes safety and quality audits to ensure accuracy.
  • Leads investigations of issues of accidents and incidents to determine a root cause and prevent recurrence.
  • Collaborates with Authority personnel to identify and implement long-term solutions to systemic safety issues identified during inspections, investigations, and observations to minimize liability and prevent recurrence.
  • Reviews and comments on safety work plans.
  • Coordinates the submittal, review and acceptance of contractor safety programs to ensure safety has been addressed and provide comments on safety systems.
  • Designs, tests, and improves methods, tools, and routines as needed to evaluate or suggest safety improvements.
  • Develops, tracks, and manages data and analysis tools, such as data collection forms, databases, and Safety Department internal sites.
  • Creates and presents reports, presentations, graphs, and other visualizations to illustrate findings for technical and nontechnical audiences.
  • Controls, monitors, and evaluates staff and management responsible for performing safety observations on construction worksites and CTA property.
  • Assigns and reviews work.
  • Manages case workloads for different areas on construction activity within the division.
  • Accompanies subordinates to inspections to evaluate inspection skills.
  • Supports interpretation and implementation of safety standards.
  • Reviews safety reports of employees to ensure proper application of safety standards as week as reasonable abatement dates for corrections of hazards and applicable documentation.
  • Conducts on-the-job assessments and monitors employee performance in the field.
  • Develops and implements performance measurement and safety criteria through technology, provides oversight of inspection and investigation follow-up processes, including corrective action plans and recommended mitigation arising as a result of inspections and investigations.

  • Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval.

      • Implementing effective time management and project management processes.
      • Keeping abreast of all Federal, State and Local requirements, including relevant CTA requirements, and transit and safety industry standards and best practices.
      • Keeping abreast of CTA operations in connection with safety aspects.
      • Preparing for and assisting with reviews outside of one's area of subject matter expertise, and by interfacing with staff at all levels of the organization.
      • Building and maintaining effective working relationships within the Authority and industry.
      • Synthesizing large amounts of data into meaningful key performance indicators.EDUCATION/EXPERIENCE REQUIREMENTS
        • Bachelor's degree in Safety, Planning, Public Health, Engineering, or a related technical field with at least minimum six (6) years of experience in a safety management position or working with data management, regulatory requirements, auditing, or program analysis, and/or OSHA practices, or a combination of education and experience related to the position.
        • Experience working with personnel and executives of all levels and varying professional expertise.
        • Experience with writing and reviewing SOPs, bulletins, and program plans.
        • Experience working with regulatory entities preferred.
        • Experience researching and interpreting OSHA standards, the American with Disabilities Act (ADA), National Fire Protection Association (NFPA) codes, American National Standards Institute (ANSI), and other safety related national and local building, fire and life safety codes and standards.
        • Experience in rail or bus transit preferred, with FTA training certification of Transit Safety and Security Professional (TSSP) and/or Public Transportation Safety Certification Training Program (PTSCTP) preferred.
        • Associate Safety Professional (ASP) certification preferred.
        • Certified Safety Professional (CSP) certification preferred.
        • Construction Health and Safety Technician (CHST) certification preferred.
        • Minimum 30 hour OSHA safety training or the ability to obtain the 30 hour OSHA training within one year of hire.
        • Must be able to obtain CTA Rail Safety Training Certification.PHYSICAL REQUIREMENTS
          • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
          • Requires traversing the right-of-way (structure, ballast, and subway) for extended distances in all weather conditions.
          • Requires ascending/descending ladders.
          • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.KNOWLEDGE, SKILLS, AND ABILITIES

            • Working knowledge of computer applications, statistical and other analytic techniques, and performance measurement concepts.

            • Ability to work with sensitive information while maintaining strict confidentiality.
            • Ability to apply safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise or resolve technical matters.
